That's probably just a very small fraction of what it can actually do. Just imagine it burning a house full of insurgents or criminals. It doesn't work by heating the upper layers of the skin.
What it does it sends out microwaves at a frequency that causes water? molecules to vibrate. This vibration creates heat, and that heat is painful.
The microwaves are very high energy so will go straight through anything except for thick concrete and metal.

the Ray-gun heats the upper layers of the skin and causes the nerve-endings to send intense pain to your brain. I have an? after-sunburn-gel that numbs for hours to alleviate pain, i put some on my hand and held it above the stove, i could not feel the heat even being really close, i also couldn't feel pinching.

No. Please stop taking what I'm saying out of context and acting as if you have a quick fix for everything.
If you have wet clothes on it will? still cause the water molecules on your skin to vibrate. The only reason it doesn't go through skin is that it is at a wavelength that is designed to reflect off skin.
Covering in alumnium foil won't work either. Far too thin.
As I said, the only way you can avoid this is a thick metal plate (or concrete) between you and the beam.

Biker gear simply isn't enough. This operates at 95 GHz so will go straight through biker gear and vibrate the water molecules on the surface? of your skin.
The only thing you could do to get away from this is put a metal structure between you and the beam.
And obviously that's not very mobile.
